Inspector notes: Observed reconstituted powdered milk creamer (120-125°F) cooling out at room temperature. Staff stated they had boiled water and added the powdered milk less than an hour before the temperature measurement. After water is added, bacteria can grow. Staff moved the cooling creamer into the refrigerator to rapidly cool at time of inspection. Active cooling MUST occur after TCS foods reach 135°F. TCS foods must be cooled in: uncovered/loosely covered, shallow containers less than 4 inches deep, in equipment designed to rapidly cool, by using an ice bath, by using ice as an ingredient, or another effective means.
