Inspector notes: Observed employee wiping off counter with cloth from sanitizer bucket that did not have sanitizer in it. When tested by the PIC the strip did not change. COS: PIC realized dispenser is not distributing sanitizer from the nozzle. Sanitizer added directly from bottle and tested at 200PPM.
