Inspector notes: TCS items held cold on food line 1 temped 51°F-54°F. TCS items held cold on food line 2 temped 59°F-60°F. Food line 1 thermometer read 48°F and was continuing to rise. Upon further inspection, food line 2 was turned off. PIC stated food was pulled from coolers at 11:20am. Advised PIC to place tcs items on tphc until unit 1 has been serviced and both units are holding within proper cold holding temp range. PIC chose to embargo all tcs items held cold on food lines. (~5lb).
