Inspector notes: Observed a handwashing sink in the front service area with bubble wrap inside of the basin. It was also observed that the paper towel dispenser was out of battery and not dispensing paper towels. Observed a handwashing sink in the back kitchen area near the 3-compartment sink that also did not have any paper towels available as the battery in the unit was dead. The person in charge refilled the paper towel dispenser and removed the bubble wrap from the basin. Handwash sinks must be supplied with hot water of at least 100°F, soap and an approved hand drying provision at all times. Facilities must be maintained in a condition that promotes handwashing
