Inspector notes: Observed cooked chicken wings (128'F) in self-service steam unit located in front of deli display unit. Water in unit measured at 100'F. PIC stated chicken was cooked about 30 minutes prior and was placed in steam unit to be hot-held. PIC checked unit and stated the unit had not been turned on. PIC turned on unit at time of inspection. Except during preparation, cooking, cooling or when time is used as a control all TCS foods must be maintained at 135°F or above. All TCS foods improperly hot held were reheated to 165°F at time of inspection. Unit measured above 135'F at end of inspection
