Inspector notes: Observed an ambient air temp of 46*F in the sandwich prep cooler on the line. Inside the cooler, observed TCS foods holding between 48-51*F, including sliced and shredded cheese and cut lettuce. PIC stated they are unsure if the cooler was serviced. Observed TCS foods double panned with the lower pan sitting on top of ice without water. All foods had been in the cooler less than 4 hours per PIC. PIC setup a proper ice bath to rapidly cool foods. Cold holding equipment must have the capacity to maintain TCS foods at 41°F or below. Must repair cold holding equipment such that it maintains TCS foods at 41°F or below
