COS: Paper towel was replaced.

Inspector notes: Observed the drink station/soft drinks station (drinks dispenser/racks) to be unclean with black-like build up. (see attached pictures). Advise person in charge to always make sure the drink station racks/dispensers are cleaned out frequently.
