Items DIDN'T exceed 4 hours and had documentation showing items were place in unit at 10:30 am. Told PIC items must be discarded after 4 hour period with PIC date labeling and timing items for 2:30pm discard time. Equipment is malfunctioning so unit cannot be used until serviced and service order sent to EHS. COS:PIC threw items away at discard.
