Observed no soap or paper towel at bar hand sink. Observed no soap at hand sink in dish area; Observed no soap at hand sinks in basement prep area. Instructed all hand sinks must be stocked with soap and paper towels (or hand dryers) at all times. Instructed hand sink may only be used to wash hands.
